Married Filing Jointly with 1 Exception

What is the best way to handle an employee that selected Married Filing Jointly with 1 Deduction?
I tested a paycheck and a few options in tax. My findings were pretty confusing. I created a check for $1,320.00.
 
With Married and 3 Exceptions, the Federal Withheld was $19.69.
With Married and 4 Exceptions, the Federal Withheld was $3.15.
With Married and 1 Exception, the Federal Withheld was $52.77.
 
Someone please help me make sense of this.

    This is a great question.
    I always refer back to my older blog on the W4 when I struggle with this, I have it noted more at the bottom.
     
    In your example, if they ever marked box 2 we never put in exemptions and we choose the "higher" filing status option.
    In this case I assume they did not mark box 2, then we just put a 3 for exemptions.
