Unable to create document locations

CRM 2016 and SharePoint 2016 both on-prem. I've installed and activated the list component. Added a ShrePoint site under document management. When I go to a contact record and to its documents to create a document location, I get get an error 'You do not have sufficient permissions to perform this operation'.

When I go to document management settings to create document libraries for entities, it gets stuck on creation and never completes. Any ideas to get around this?

I am system admin system admin and deployment admin on crm and site collection admin on sharepoint
