According to the link below in order to gain access to Designer you need to assign the user the D365 Extension MGT permission set. I've done this now for a couple users however, when I click on settings I still only see Personalize and My Settings. What else do I need to do to activate Designer?

Designer can be used ONLY on a Sandbox environment, not in a production one.
