Unable to create Quote getting error "site collection is null or empty"

Hello Everyone,

I'm facing an issue while creating a Quote for an opportunity. I'm getting an error during creation of Quote error is mentioned below.

"site collection is null or empty"

There is a MS flow running in background which creating the document location and that flow triggers when opportunity created or updated. 

To get this error resolve I turned off the MS Flow and then tried to create Quote but same error I'm facing..

Please suggest to resolve the issue.
