Hello All
Has anybody been able to produce an Irish VAT3 form or a 46G from standard D365 F&O or by using ER ?
I would rather avoid using an external developer resource.
If anyone has I would appreciate some guidance.

There is no such OOB function , please start with MS document to do some customization.

I cannot find the mentioned report in Microsoft global repositories. If you mean that this report is in regards with Irish Tax administration regulation, you can create a support case to Microsoft to get better assistance.
You can also evaluate to create this report via GER config also. You can get more info from following posts on Microsoft Docs:
