How do firm planned component orders affect planning?

I'm having trouble understanding the planning process for components.  When we run planning, we get a suggestion of 317 to cover released product orders (I get that).  But for the next three weeks, planning sees demand in the form of Component Firm Planned orders .  But even though the demand eventually slips below 0, resulting in a negative inventory amount, planning never suggests ordering until it comes across a new planning suggestion.

Why doesn't planning suggest we order to cover the component firm planned orders?

    i think you have miss something on planning  setup
