What is the point of security access levels with reports?

I have a report that I want to give users access to, but some developer long ago created "Maintain" and "View" privileges for the report, and each are the same single menu item with the only difference being the access level "Delete" vs "Read" for the respective privileges.

As far as I can tell, they both run the report just fine. Is there any purpose to these security access levels for reports as long as the report isn't doing anything special?

    Reports are read only so Read permission is sufficient. Some times you have to add tables in permissions node in privilege but other than that I don't think you  need two separate privileges.
