There is no straight forward way to do this.
You can try extracting the form XML and add it. There is a third party tool called Xrm toolbox which has a property called formxml manager. But I am not sure if this will work or not.

But by following your steps I was able to clone the form in the same entity and not in another entity.

Please follow the below steps:
1. Go to settings-->customization-->customize the system
2. Go to the required entity
3. Open forms
4. Open the form you want to clone
5. Click on save as option and save it with a meaningful name.
6. Clos the form.
7. Newly saved form will appear in the form list.
