I need to create new  workflow Participant Provider but I can't find it in new item //

    Hi Menna,
     
    What version of Dynamics 365 F&O are you using here? Try to update to a more recent version. In my DEV environment, I have all 4 providers available when adding a new element.
    As a quick workaround, you can also create a duplicate of an existing provider in your project and then change it according to your needs.

    As Andre said, you need to check your FO version, there are four workflow provider types in the system. For information on how to customize a workflow provider, you can check out the following link: How to: Create a Custom Workflow Provider | Microsoft Learn
