Setting up mandatory fees on POS

Greetings everybody.

I'm working with AX 2012 R3 CU7.

In some of the states we do business in we're now required to charge customers a "bag fee" of X cents if they use a plastic bag from our store. How would I go about setting up a fee on the POS that will always automatically charge the customer this fee? I've tried generating Price Groups, but can't seem to get them to apply to transactions.

In addition to the above, we would need to be able to remove the fee in the even a customer brings in their own bag.

Let me know best practices to do this.

We are using this by creating product with the same amount and added product barcode on every transaction. Yes you can use info code for cashier information. For mandatory bag fee you have to go with the customization.
