I have a user who has been assigned the AP clerk role and Accounting Manager roles and I have checked the tasks assigned to these roles. When she goes to the print 1099 screen and selects non-compensation and clicks Print Forms, she gets the "not privileged to run this report" message. What tables can I check and what values should I be looking at to correct this?
You have to follow this steps to fix this. Click the Windows Start button, browse to the Control Panel, and double-click Printers and Faxes.
If the printer shows Offline, right-click the printer and select Use Printer Online. Double-click the printer and if there are print jobs displayed in the queue, select Printer, then Cancel All Documents. Then, close the window. Right-click the printer, choose Properties, and select Print Test Page. Note: If the printer is a network printer and the test page does not print, network issues could be the cause.

I wonder if it's the new 1099 NEC form they added. It is a different report than the previous 1099 Misc report.

You can order physical, blank 1099 forms from the IRS for free, but it may take 10 to 14 business days or longer to arrive -
here is the IRS.gov link.
make sure you order 1096 Forms as well.
