Can you create a contact with no account association.  I have contacts that I want to associate with multiple accounts, for instance, a property management company.  I don't want to set up an account for the management company.  Is this possible?

    Yes, it is possible to create a contact without associating them with an account and it is optional
    But a contact can be associated with upto one account at a time.

    As long as the 'Account' field on your contact form is optional, you can create a contact without populating this attribute. as VaHiX has said, a contact can only have one account as it's parent. (https://learn.microsoft.com/en-us/dynamics365/customerengagement/on-premises/developer/customer-entities-account-contact?view=op-9-1)
     
    If you need to store and identify relationships between a single contact and multiple accounts, then the Connection entity could be a good way to achieve this. The Connection allows you to connect any record to any other record and optionally specify a role to better describe the connection.
     
    You can then organise and report on these as needed.
