This is expected behavior and not something you missed. The Create notification to originator response that existed in older NAV versions is not available as a standard workflow response in Business Central. Microsoft has redesigned workflow notifications, and instead of that specific option, BC uses a more generic notification framework. In Business Central, to achieve the same outcome (notify the requester/originator after approval), you must:
Use the Notify sender” / notification-related workflow responses Ensure users are set up in Approval User Setup Configure Workflow Notification Setup (email or internal notes)
