Based on the message 'The user name or password is incorrect', check that the username and password are correct. Note that the username may need the domain part, and it may need to be in the format username@domainname
If no user can login, the issue may be with either the CRM or ADFS service accounts.
Also, if you've multiple AD domains, then check that all relevant domain controllers are working OK
