TimeZone and Email settings- Dynamics CRM

When we get new users, we have to manually change the Time Zone and change the Email settings to No,With XRMTOOLS. We would like to do avoid this and have a automatic function or so, but how?Any suggestions?

    Hi Partner,
    Unfortunately, it can't be achieved.
    In fact, we can't change other users' personal settings without logging in with a specific account.
    Now, we can change other uses' personal settings through XrmTool.
    However, there is no achievable way to automate it.
