Real-Time Marketing Emails To Primary Contact on Opportunity is being blocked

Looking for some help here with an email that we want to send via real time marketing to the contact related to an opportunity.

We don't use the Dynamics Marketing Forms, but we do map our current forms and populate the Do Not Allow Bulk Emails field on the Lead form as needed.

When the contact is created, Consent Given is set to (1) Consent and the Bulk Email is set to Allow. However the Contact point preferences remains Not Set.

I've tried sending the email as both a commercial email and transactional email(this is permitted as it is an update about an inquiry), but they both get blocked. Our default compliance is Restrictive, so we added a second Compliance type that was non restrictive, but that didn't help either. 

No matter the combination of Message Designation and Compliance, any emails sent to new created contacts that have had consent loaded are blocked blocked due to Consent. 

Is there a way to load Consent via workflow? I haven't been able to find this as an option.

Do we need to change the Consent Given to Transactional or Marketing?

Or is there something else I am missing?

    "Is there a way to load Consent via workflow?"

    I'm afraid not. When I try to create consent record by workflow, there are some required fields are read only. So, can't create records.

    Do we need to change the Consent Given to Transactional or Marketing?

    This is based on your business. If you need to send the email which contains Transactional or Marketing content, yes, you need change it. Please refer to this doc:
