Planning Optimization add-in customization and testing in Tier 1

Hi,
 
I would like to modify Planning optimization process. In order to do so I found below article to extend the method for it.
 
 
However, when I was going to through pre-requisite for it, I found that it can only be enabled for Tier 2+. If this is hard requirement then how can we perform modification in Tier 1 along with unit testing of it. The below article list Tier2+ requirement:

    I have been investigating this too and from what I know, there is no way of testing the Planning optimization logic from a Tier-1/CHE environment. Based on this article: Unified developer experience for planning optimization (preview) - Supply Chain Management | Dynamics 365 | Microsoft Learn the process involved creating a UDE environment and installing the Planning optimization add-in. This would then allow debugging the actual event logic in the process.
