My HR users report that he/she can't open notes application from Employee Maintenance window. However, it open with sa login. How can i verify and grant HR user open the notes application.

I have the same question (0)Is the client Installed on a local machine, then check there were 2 monitors attached at some point and now only one, as might be trying to open on the second screen.
If on a Terminal Server, and more than one screen, ensure the Notes Window is closed on the Primary monitor.
