According to the description here, there should be a Service Management area in the Customer Service Hub app, but why can't I find this area in my app in the Customer service trial environment? where can I go to the latest UI page for Automatic Record creation and update rules?
I encountered the same situation as you. This Service Management functionality is integrated into the customer service admin center. The official documentation is not keep up to date. The Automatic record creation and update rules can be found under Case settings in the customer service admin center.
