Business Central License Assignment

Does anyone else routinely get this message when trying to assign BC licenses to users in Partner Center?
 
We are unable to validate your 'Edit user' request at this time. Be advised anonymous connections are not allowed for this service. If you believe you received this message in error, please try your request again. If the issue persists, contact support and reference message code 715-123220 and Transaction ID: 65dc3e81-cef6-4d09-9a7f-68038e203c9a.
 
This is not a GDAP or permissions issue.  Though the error happens routinely, if persistent enough the license assignment will eventually go through.  A reddit post indicates a potential VPN issue, but I've had the same problem working in both with and without VPN's.  We've tried multiple browsers plus private or incognito modes.  It remains a nagging problem as it causes delays in license assignment and creates unnecessary costs in troubleshooting.  Forums what I have seen in other forums it is not an isolated issue.
 
Does anyone have any insight or possible resolution?  Please advise.  Thank you.

    Hi, I saw a similar issue in the BC Yammer Group last year, and the discussion at the time turned out to be a temporary issue with the Partner Center. This can only be confirmed by contacting Microsoft.
     
    Hope this can give you some hints.

    Appreciate your insight.  I know I am not alone with this issue, and surprised that there is not a more concise effort to provide a resolution.  Everything noted in the thread that you had copied we go through almost every time there is a new license or other license change. This includes making the request from different devices, browsers, networks both with and without VPN's, clearing caches, etc...  Eventually the issue resolves, but with effort.  That said, a license assignment should not turn into a time consuming and costly support ticket.
     
    My hope is that with enough visibility, Microsoft will take note to see if a more permanent solution can be developed.

    In partner center, when use edit user to assign license. We also always got that message when click Complete. 
     
    You can assign from adminportal. 
     
    go to All tenants. Found your customer name. 
     
    go to Users >> Active users. 
     
    Found the user, assign from Licenses and apps tab.
