If NAV 2017 is purchased on the subscription license, would we still be able to customize the application? Is there an additional cost to be allowed to customize a leased application license, or would the cost still be $99/user/month and $19/user/month for the extended pack?

There is no difference in availability for customizations between perpetual and subscription licensing, as far as I know. You will have the same limitation and possibilities - for extensive customizations, you would need developer's license.

Thanks for the suggestion, but I am referring to the full version of NAV. There is the perpetual licensing and there is subscription licensing. From what I understand, customizations are allowed in the perpetual model, but there was no information on customizations in the subscription model.
Are you referring to the Dynamics 365 Financials ? If so you cannot customize the system directly as on-premise you have to introduce those through AppSource.
