1. If we enable Project Operations under Global Parameters, without power platform what will be the impact? Will project operations work or not without power platform?
2. Is Risk Register available in Project Operations?
3. Can we open Work breakdown structure in MS PROJECT ONLINE version? FYI, it is working if MS Project is installed in desktop.
4. Is going for PMA now and to upgrade to Project Operations is good? Or is it better to go with project operations now itself?

Vinoth, Here are my comments for your questions above.
1. When you enable the global ProjOps parameter in F&O, the Project management and accounting module will be reset and you will have limited functionality in the module for the entities you include in the global parameter. Do not enable this if you don't intend to use the non-stocked/resource deployment mode and functionalities on the Dataverse side. And, if you don't have a Power platform environment linked, it just does not make sense for this situation.
2. You can review the Project accelerator Github solution which provides enhanced portfolio management capabilities and Risk register is one of the functionalities in there. This is on the Dataverse side.
3. If this question is for F&O WBS, then no, you cannot open F&O project WBS linked with Project Online.
4. Your requirements will drive this decision. If you have Project stocked inventory requirements(planning, reserving, consuming buying stocked inventory for projects), then you will need to go with PMA. If you don't have inventory requirements, then review the existing capabilities of ProjOps non-stocked and review the roadmap to see if your requirements will fit in there. My preference is to go with ProjOps non-stocked if inventory is not a requirement.
