How to limits options from Base Enums ?

Hi guys,
 
In my company, the Purchase Orders are from external integration, however there are one exception that user may permitted to create new PO manually, as long as it is for return only. So, when creating New PO, and dialog box selection of Purchase Type, I want user can only select Returned Order. Except of course if your are an Admin, which the selection will be as standard.
 
May I get an advice, how we can do it ?

    One way is as Martin suggested to disable the control and give default value as return type only.
     
    Second way is if user selects other than return type throw validation error.

    If users can't select any other value, then there is no point giving them the option to choose a value. Hide the control or make it read-only and initialize the value in code.
