Why does the Dynamics CRM customization guide say "(on premises)" at the top?

I'm looking at this page:

https://docs.microsoft.com/en-us/dynamics365/customerengagement/on-premises/customize/overview

it seems to be the main entry point for the documentation on how to customize Dynamics CRM, but it refers to the product as "Dynamics 365 Customer Engagement (on-premises)". There doesn't seem to be any note explaining why this only applies to on-premise versions, and I can't find any equivalent documentation discussing customization of the cloud version.

Can anyone throw any light on this please?

    Today I've noticed that the developer guide for dynamics 365 CE (docs.microsoft.com/.../developer-guide) has now also been updated to include the "on premises" wording (it says updated 30th September 2019 but I'm pretty sure that new version wasn't there yesterday).
