Hi David,
Currently, there are some issues going on with the provisioning trial environment.
Below is the workaround.
Create the trial environment with a user account on the AAD tenant that doesn't currently have an HR license and isn't a user on any existing HR environments on the tenant. You can then add any other user account to the new trial environment. With your new user, begin provisioning by signing up for the trial license at https://trials.dynamics.com.
This is the suggestion from one of the Yammer post.
