Error To Install Dynamics Nav 2018 , Win 8.1Pro, WorkGroup, Local Account

Hi EveryOne, 

I'm trying  to install Nav 2018  on Win8.1 , WorkGroup using local account without success.

Every time i have this Error Msg:

1-Error Report:

Windows Installer: Error: Service 'Microsoft Dynamics NAV Server [DynamicsNAV110]' (MicrosoftDynamicsNavServer$DynamicsNAV110) failed to start. Verify that you have sufficient privileges to start system services.
Done configuring package. Id = 'ServiceTier' ReturnCode = 1603

2: Event Viewer

Product: Microsoft Dynamics NAV 2018 Server -- Error 1920. Service 'Microsoft Dynamics NAV Server [DynamicsNAV110]' (MicrosoftDynamicsNavServer$DynamicsNAV110) failed to start.  Verify that you have sufficient privileges to start system services.

Please if someone have a solution for this error.

FI: Local account has permission log on as services

      Hi Everybody,

    Problem resolved usign these steps:

    1- Change Service Account/Service Account Password in first step of steup, you should use a local account with admin permissions.

    2-change time zone in customsettings.config ( https://saurav-nav.blogspot.ca/2011/05/error-after-installation-of-microsoft.html)
