After Installed plugin registration tool i am able to login and also able to see my plugins . But while i am trying to register new assembly, that button only not working.
Also while click on Replay plug-in execution tab window is not working.
is your crm is dynamics 365? is online ? on premise 2014-16? try to download the plugin registration tool an try it again.

Which CRM version you are working on? Any error you got?
Check if your user has deployment admin rights.

Could you share some screenshots for us about your situation?
If you mean you could not find the "Register plugin" button, you could use "tab" key to move to it.
