It is a generic error.
Could other pages work(home page or any of landing page)? Could subscription center work if you open it directly?
Try to take the following steps to check if the issue could be solved.
Step 1, 2 and 3 are all set in Dynamics 365 Admin Center.
1. Restart your portal.
2. Change Portal State to Off, then turn it on again.
3. Re-configure your portal, it will revert portal to initial state.
4. Check whether portal could work in other browser and whether there is second language package installed in your machine.
5. If above all steps not work, open a ticket for help.
