Please see my below comments.
1. It's an error threw out from Ellucian Recruit software, so i would suggest you to contact them. If you edit the rule directly inside CRM, everything shall be working correctly.
2. As far as I know, tt's not possible to call Business Rule from an Action. Business Rule is used to guarantee data integrity without using complex code. If you can share more details about your requirement, there must be other approach to implement the same.
