unsubscribed customers still receiving survey emails.

Hi there,
There was a complaint from one of the business customers that they received customer feedback survey even though that person isn't subscribed to any of the projects.
One way to unsubscribe the survey is to click on the unsubscribe link provided at the end of the email. but this is something that the customers do. is there a way we as a project owner/manager can do to exclude a customer to a survey?
