As we know that PR amount will be reserved in budget pre-encumbrances once it is created

Is it possible to apply unreserved PR amount for particular/selected PR?

Also, "Budget reservations for unconfirmed pre-encumbrances" option will not substract budget fund in both status is DRAFT and IN-REVIEW.

Have you tried disabling this option in Budgeting > Setup > Budget Control > Budget control configuration?
