Higher Cost of upgrading Dynamics NAV to Business central

I have business based in Canada, currently using Dynamics NAV. My Dynamics 365 partner has recently recommended upgrading to Business Central. However, the associated costs are significantly high. Is there a way for an implementation partner in Canada to assist with this upgrade in a more cost-effective manner?
