Statement by dimensions report not showing BBF when there are no transactions in period

Dear 

We have an issue with the Statement by dimensions report ,

when i request the report from 01/01/2014 to 31/12/2014

i get the transactions in 2014

but when i request the report from 01/01/2015 to 31/12/2015

i get nothing, and i don't even get the balance of the transactions in 2014

after investigating , i saw that the report is working correct only when there is at least 1 transaction in the statement , if there is none, it is not showing the BBF , balance brought forward

your feedback is greatly appreciated
