So, I am creating a new fixed asset functional location (D365 F&O). I have some location that don't even have a zip code. when I create the address and I first Chose USA then, State OK, then Ellis County. As soon as you move the cursor away from the county field - the state is changed to KS - this is happening because there is also an Ellis county in the state of KS. at that point you cannot change the state back to OK.
Has anyone seen that behavior? how did you guys solved it?

Thanks Hana, turns out there is a bug in D365 F&O 10.31 - we opened a ticket with MS and they will be working on a hot fix. In the mean time, the only workaround is to create a dummy zip code.

It is possible to achieve what you describe in the test environment.
Maybe you can go to organization administration> global address book>address setup, click county and check if the relevant state for Ellis County is set up in the system. You could try to create another county and then setting the state to whatever you want.
