Power Automate - Microsoft Forms

We are currently having a problem with Microsoft Forms data sync with Excel spreadsheets. Previously, the spreadsheet linked to each form would automatically sync with new form submissions. However, this automatic sync is no longer working, necessitating the manual process of opening each spreadsheet in Excel web to sync the new responses.
To automate this process, we used Power Automate to automatically sync the latest submission. However, we are encountering a critical issue:
  1. When a response is submitted, Power Automate syncs the data with the spreadsheet (we tested the data sync when we opened the spreadsheet in Excel desktop). If the spreadsheet is opened in Excel for the web instead of the desktop version of Excel, the most recent form responses are automatically synced, resulting in duplicate entries.
There is no mechanism in Power Automate/Excel web to detect whether form responses have already been synced with the spreadsheet to avoid duplicate entries.

Microsoft Forms responses are only reliably synced to Excel when the spreadsheet is opened in Excel for the web. Power Automate triggers on the form response, not the Excel sync, so if Excel web syncs responses after Power Automate runs, you'll get duplicates.
Root issue: Power Automate cannot detect if the new response is already synced to Excel, and there's no built-in deduplication mechanism.
    Recommendation:
    • Use a separate storage (e.g., SharePoint list or Dataverse) in Power Automate instead of relying on the Excel-linked file.
    • Alternatively, implement deduplication logic in Power Automate using unique identifiers (like responseId) to prevent reprocessing.
