Error it's showing in process sessions "You do not have a license to use Microsoft Dynamics 365. Contact your Office 365 administrator to assign a Microsoft Dynamics 365 license to you.".
What security role you have?

Please make yourself as owner of the workflow and then activate the workflow.
Under the Administration tab of the workflow window, we can see the Owner of this workflow.

This is any other related to Dynamics 365 account Licences?
Workflow is running with the owner 'abc' , abc owner has been disabled now. I changed the owner to 'test' . How this workflow is triggering? or not?

It depends on the scope of the workflow.
User - when this option is selected, the Workflow will exclusively run on records with the same owner as the Workflow.
Business Unit - when this option is selected, the Workflow will exclusively run on records owned by any user in the same Business Unit as the owner of the Workflow.
Parent: Child Business Units - when this option is selected, the Workflow will exclusively run on records owned by any user in the same Business Unit—or
Organization - when this option is selected, the Workflow will run on records owned by any user.
So if you choose "Scope" as "User", then this workflow can only be run on records owned by the user "test".
In fact, we often choose the scope of the workflow as "Organization", which ensures that the workflow is working properly.

The red box in the screenshot was incorrectly selected, I have corrected it now.
Scope has been selected as 'Organisation' only. Before Workflow selected owner 'abc' is in Disabled state. Now i changed to Enabled user 'test'.

I changed the owner of the workflow (i.e Disabled user to new user)and it's working now.
