Hi I have Dynamics 365 on my local VM. as soon as I try to do the AdminUser provisioning, it gives me the error "Can not stop the DynamicsAXBatch service on computer '.'".
Does anyone has an idea ?
What if you try to stop the service manually?

Either you didn't look correctly, or something is horribly wrong with your VM.
Do me a favor and look once more for a service called Microsoft Dynamics 365 Unified Operations: Batch Management Service (assuming that you're using a recent version of the VM).
I'll surely look into it and come back to you.

Before spending any time with investigation, I would restart the machine. If it doesn't solve the problem, I would look for details to event logs.
Allow me to share my recently passed experience on this. Just almost two weeks ago this same issue happened on VM of update 7 for one of my colleague. It was awful to know that, there was no dependency services for this batch service that should not allow batch service to be stopped.
I asked my colleague to restart IIS and DynamicsAOS website and leave system idle for 3, 4 minutes, afterwords. This worked and he was able to update admin using provisioning tool.
As a matter of fact I did not had time to see reason of batch service not being able to stop, that day, as issue was solved so I enjoyed moving back to my other tasks.

Thank you Sohaib. Restart of IIS helped me. I am able to run the administrator provisioning tool successfully. But not sure whats is the reason could be.
Were you able to resolve the issue? I am getting the same error on PU 10. Tried restarting the system, IIS, AOS, but is of no use. Let me know if someone have resolved the issue
Couple of things, First thing check whether Microsoft Dynamics 365 Unified Operations: Batch Management Services is in running state and then set the time zone to current time.
This will solve your problem.

Now start the service and and register yourself in the Admin Provisioning Tool.
