Looking for some quick help on AX2009 downloads link to do inhouse POC for Azure for our client.

Dynamics AX isn't publicly available. You normally need to be either a customer or Microsoft partner.
There used to be (and probably still is) and option to get AX 2009 installation files through MSDN subscription, but if you don't know how to install and configure it and set up all business data from scratch, it's not really useful. A much better option is getting a preinstalled VM, but that's available only to customers and partners.
If your client has an AX 2009 license, you should ask them to give you access to non-production environment.

However, we are just trying to understand and get some hands on experience on migration of AX2009 to Dynamics365. Was there any document from Ms support which defines migration path with risks and dependency.
There is quite some documentation available on the MS docs sites.
