In phone call entity if user changed status as completed and then user wants to bring it back to pending status for this requirement
I have written a demand workflow . I can see the process is executed successfully but status is not changed to pending.
First, you need to add a step that is called "Change Status" to make it opened again and then you can update other fields on the phone call.

Whenever you are modifying a record that is Inactive to Active, and your want to modify the Status Reason (or Activity Status in this case), whether via code (plugin or custom), or from a workflow, there are two fields that have to be modified: the StateCode (Status) and StatusCode (Status Reason).
Modifying just the Status Reason (or Activity Status) will not work, if the Status of the record is not modified.
