are Voice of the Customer surveys controlled by Dynamics 365 security model just like any other entity? Ie: if user A from Business Unit A created a survey will user B from Business Unit B see it as well? Or are there security role privileges around it?
The short answer is Yes they are controlled by the security model. When you install VOC solution then a few security roles also comes along with it and you would be able to create a survey only if a role is assigned to your user.
