Allow attachments Feedback entity

I'm trying to enable attachments on the OOTB Feedback entity but the button is grayed out. I'm a System admin so this isn't a permission issue. 
According to documentation, this is the method to use to allow attachments so I'm stuck. Create and edit tables using Power Apps - Power Apps | Microsoft Learn
