Unified DEV: Sandbox vs. Development environment

I’ve been trying in vain for a couple of weeks now to get to grips with the Unified DEV topic and familiarise myself with it, but unfortunately I’m already stumbling at the very basic hurdle of not being able to set up a suitable development environment.

I keep reading in the forums that D365 F&O developers need to set up a sandbox environment in PPAC – whilst at the same time, you can also select ‘Development’ as the environment type, which is confusing the heck out of me... 
So I would be really grateful if someone could briefly explain to me what the difference is between the two environment types (e.g. what are the common use cases for using an developer environment in PPAC).  At the moment, I’m mainly developing on a VHD.
