1099 Forms Update in Sandbox - does not update

I am working on 1099 procedures and our sandbox shows forms at 2019.  If I click on the update button it goes to the Job Queue screen but there is no job that runs.  Are the forms intended to update in the Sandbox or is there a setup or step that is missing?  Please advise.  Thank you.
