Delivery from with no VAT, US, invoice to Sweden

Hi,
 
We have a vendor in USA that delivers goods to our warehouse in USA but the invoice is sent to Sweden.
The vendor is set up as below:
The purchase order and invoice has Sales Tax Group: VEND_EXCL
There should be no VAT in our reports in Sweden but we have transactions for this order there.
Should we change the Sales tax group to VEND_EXCL on the vendor as well?
