What is 'custom match' of User Skills in Assignment rule?

 Hi all
 
I'm creating an assignment rule, and in the Conditions section, The 'User skills' can be set to 'Custom match', but what are the following 'attributes'?
Are they attributes of a work item? Could anybody please provide a clear and meaningful example?
