Electronic reporting load from xml file

I've created a new electronic reporting format based on Customer invoice model. The format was created at app version 8.0. Then I've exported the format, using Exchange/Export as xml function and import it at 2 different instalations - 8.0 and 7.3 app version, using Exchange/Load from xml file. I am allowed to export only completed formats, but when I import the format draft version is created, so I have a editable version. Today I've imported the same format at 8.1 app version, but it doesn't create a draft version, so I can't edit the format. Is there a way to create a draft version of my imported format?

    The configuration provider wasn't set to Active and that is why the draft versions of the formats was missing.
