If you use Windows 10 or Windows Server 2016 you can use docker image. Please, consult www.waldo.be/.../dockerwaldo-my-local-demo-environment and www.waldo.be/.../dockerwaldo-updating-my-local-environment
In addition: don't forget to use -includeCSide switch if you want to use RTC and classic development environment.

No NAV 2018 is not yet available for demo purpose. You can still use the dynamics 360 for financials as demo. For more details have a look at this thread: community.dynamics.com/.../258183
Dynamics NAV 2018 will be available with demo data 1st of December, 2017.
