Stop Azure AD Sign in on Portals

Hi I want to disable the azure Sign in on Portals

I have set the current site setting 

Authentication/Registration/AzureADLoginEnabled

Enables or disables Azure AD as an external identity provider. By default, it is set to true.

I have set this to both "False" and "false"

and still no luck, I have also cleared the cache any ideas?

    Also any ideas how I can change the colour of the text on this page?

    this has now updated but I want to remove "Sign in with External account and the bar"

    How can this be done?
