I'm very new to this program and I've been tasked to create a workflow for our payables batch approvals.
I know that we can attach PDF documents to each entry for the batch - when the email goes to the Approver to approve the batch, is there a way for them to see the PDF attachments just from the email? We are trying to go paperless with our invoices and payables, and our Approver receives a giant stack of papers every month to be approved - they don't do anything else with Dynamics though and I see no sense in getting another license just so our Approver can just look at the PDF documents.

At the batch level, no they can't see the attachments for each transaction.
If you want this to happen for the users, you'd have to turn on workflows at the transaction level. If the documents are attached to the transaction, then they will be attached to the email when sent for approvals.
As long as you set up workflow to be able to allow them to perform the approvals through email and set up web services to be able to accessed from outside the company network, they won't need a license.
