When trying to send emails with attachments over 1 MB go into Pending Send and then Failed. This is in the 8.2 GOV Cloud version of Dynamics 365 using on-prem Exchange and an impersonator. All other emails go through without problems even those with attachments less than 1 MB. Any suggestions on how to resolve?

The logs usually have the answer. If you cannot share, you might want to work with Microsoft and raise a case.
Yes, the same emails with the same attachments can be sent directly from Outlook without any problems. If they aren't queued in Dynamics and sent directly out from a user, they are sent properly too. Can't share logs, as it is a Gov FedRAMP instance of Dynamics.
If you send it straight through Exchange does it work? Is there a limit on attachments in your Exchange online? Can you post the log file to let me know what it might say?
Yes, I increased the default attachment size from 5,120KB to 15,120KB in Dynamics and it made no difference. Thanks.
Did you check your attachment limits in "System Settings" under the email tab? My guess is that will need to be increased.
